Rivers Governor Fubara Denied Entry to Assembly Quarters Amid Budget Re-Presentation
Rivers State Governor, Siminalayi Fubara, has expressed frustration after being blocked from accessing the Assembly quarters by members of the Rivers State House of Assembly on Wednesday.
Speaking at the commissioning of new health facilities in Khana Local Government Area, Fubara addressed the situation, reaffirming that he had informed Speaker Martins Amaewhule about his planned visit before arriving to re-present the 2025 budget. This action was in response to the Supreme Court’s directive on February 28, 2025.
“I still believe they might receive further instructions. If that happens, I am ready to return anytime to resolve this matter,” Fubara stated.
The Rivers State Government also shared an official letter notifying the Assembly of the governor’s planned visit.
Supreme Court Verdict and Political Tensions
The Supreme Court delivered key rulings on February 28, 2025, regarding the ongoing political tensions in Rivers State. Justice Emmanuel Akomaye, leading a five-member panel, dismissed Governor Fubara’s cross-appeal questioning the legitimacy of the House of Assembly under Speaker Amaewhule. The court ruled that the Speaker and other elected lawmakers should resume legislative duties immediately.
Additionally, the court placed financial restrictions on the state, barring institutions like the Central Bank of Nigeria (CBN) and the Accountant General of the Federation from disbursing funds until the state complied with court orders.
Another significant ruling declared the local government elections held on October 5, 2024, invalid. Following the judgment, Fubara announced plans to implement the court’s decision and instructed the Rivers State Independent Electoral Commission (RSIEC) to organize a fresh election. The commission scheduled the new local government poll for August 9, 2025.
Legislative Showdown
The situation escalated when the Rivers State House of Assembly issued an arrest warrant for RSIEC Chief, Justice Adolphus Enebeli (rtd), after he failed to appear before the lawmakers.
In an attempt to ease tensions, Secretary to the State Government, Tammy Danagogo, sent a letter dated March 7, 2025, requesting a meeting with the Assembly on March 10, 2025, to discuss the budget re-presentation and foster dialogue. However, the lawmakers insisted that the governor follow the proper channels for such invitations.
