Mahama Government to Scrap E-Levy in 2025 Budget Announcement
Ghana’s Finance Minister, Dr. Cassiel Ato Forson, has confirmed that the government will remove the Electronic Transfer Levy (E-Levy) as part of its 2025 budget plans.
During his budget presentation to Parliament on March 11, 2025, Dr. Forson stated:
“We will abolish the Electronic Transfer Levy (E-Levy).”
He explained that this decision, along with the removal of other taxes, aims to reduce financial pressure on households and boost disposable incomes. The move is also expected to encourage business growth and improve tax compliance.
Background on the E-Levy
The E-Levy was introduced in May 2022 under the Electronic Transfer Levy Act. It imposed a 1% charge on electronic transactions, including those processed by mobile money services and banks.
Initially projected to generate GH¢2.24 billion in annual revenue, the levy underperformed, bringing in only GH¢246.9 million in its first year—just 11% of the expected amount.
The decision to scrap the E-Levy is in line with the government’s broader strategy to provide economic relief and support financial stability.
